In recent years, with the development of intellectual property rights in the whole textile industry as the starting point, our district has broken through the "whole chain" of intellectual property creation, application, protection, management and service, To provide core support for high-quality development of textile industry. At present, our district has established a "four in one" intellectual property protection system of administrative protection, judicial protection, arbitration and mediation, and industry self-discipline. In combination with major domestic textile producing areas such as Weifang, Shandong Province, we have established a cooperation mechanism of textile pattern Copyright Protection Alliance in four places, creating a precedent for cross provincial sharing and common protection in the field of pattern copyright protection in China.

Digital empowerment makes intellectual property protection more accurate and efficient. At present, our district has built the first textile fabric pattern data center and AI comparison system in China, established a digital "ID card with one picture and one ID", carried out "household registration" management of copyright, and conducted "second speed" comparison of patterns. At the same time, taking Keqiao "fast maintenance center" as the platform, we actively develop the "1 + 3" whole process confirmation scenario; It integrates 15 digital collaborative services such as blockchain record keeping, judicial trial application, etc., to achieve "accurate" evidence collection.

While intellectual property rights are being protected, "gold content" is getting higher and higher. In recent years, our district has successfully established an intellectual property financing demonstration area for cultural and financial reform in the whole province, formulated detailed rules for the implementation of discount interest on copyright pledge financing, encouraged textile enterprises to borrow from banks in the form of trademark right and patent right pledge, forming a "Keqiao mode" of intellectual property pledge of "bank loan + government risk pool fund + financial subsidy", Successfully issued the first national textile pattern copyright pledge financing. In 2021, a total of 3.124 billion yuan of trademark and patent pledge financing will be carried out in the whole region, ranking first in the province.
